Kilo, Apogee Mind costs {U}{R}{W}, has haste, and whenever he becomes tapped you proliferate: you choose any number of permanents and players and give each another counter of each kind already there. Every time Kilo taps, your charge counters, +1/+1 counters and opponents' poison counters all go up.
The precon already has the proliferate engines and the artifacts to use them, including Tekuthal, Inquiry Dominus, Insight Engine and Surge Conductor. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Kilo decks, plus lift, which shows how much more often a card turns up in Kilo decks than in decks that could play it.

What is holding the deck back
Not enough ways to untap Kilo
Kilo proliferates every time he becomes tapped, so every untap is another proliferate. Freed from the Real, Aura of Dominion, Clock of Omens and Manifold Key all untap him, and the precon plays none of them.
Forty lands, and many enter tapped
Lonely Sandbar, Secluded Steppe, Temple of Triumph, Temple of Epiphany, Temple of Enlightenment, Irrigated Farmland, Glittering Massif and Mystic Monastery all enter tapped. A deck full of artifacts and proliferate can run fewer lands.
Cards that hurt its own board
Angel of the Ruins exiles up to two target artifacts and/or enchantments when it enters, and Chain Reaction and Fumigate sweep the board, in a deck built from artifact creatures.
The 11 swaps

Angel of the Ruins costs seven mana and exiles up to two artifacts and/or enchantments when it enters, which is a bad fit for a deck full of artifacts. It is played in about one Kilo deck in eight.
Freed from the Real costs {2}{U}: for {U} you tap the enchanted creature and for {U} you untap it. Put it on Kilo and every tap is a proliferate, so two mana is one proliferate. It is the highest-scoring card the precon leaves out.

This is the first of four land swaps, taking the deck from 40 to 36 lands. Lonely Sandbar enters tapped and cycles for {U}.
Relic of Legends costs {3} and taps for any color, and you can also tap an untapped legendary creature you control for one mana of any color. Tap Kilo, who is legendary, and you get the mana and his proliferate.

Secluded Steppe enters tapped and cycles for {W}.
Prologue to Phyresis costs {1}{U} at instant speed: each opponent gets a poison counter and you draw a card. Kilo's proliferate adds to every poison counter, so each Kilo tap is a step toward ten.

Soul-Guide Lantern exiles a card from a graveyard, and can be sacrificed to draw a card. It is played in about one Kilo deck in six.
Clock of Omens costs {4}: tap two untapped artifacts you control to untap target artifact. Kilo is an artifact creature, so tapping two rocks untaps him, and then he proliferates when he taps again.

Temple of Triumph enters tapped and scries 1, and the deck has several other Temples.
Aura of Dominion costs {U}{U}: for {1} and tapping an untapped creature you control you untap the enchanted creature. Put it on Kilo and you untap him by tapping another creature.

Evolving Wilds sacrifices itself to fetch a basic land onto the battlefield tapped.
Manifold Key costs {1}. For {1} and a tap it untaps another target artifact, which includes Kilo. A one-mana artifact that untaps him each turn, and it also makes a creature unblockable for {3}.

Pull from Tomorrow is an X draw spell that costs {X}{U}{U} and makes you discard a card. It is played in about one Kilo deck in five.
Flux Channeler is a 2/2 for {2}{U}: whenever you cast a noncreature spell, you proliferate. In a deck full of artifacts, instants and sorceries, that is a free proliferate on most turns.

Chain Reaction deals X damage to each creature, where X is the number of creatures on the battlefield. It hits your own artifact creatures and is played in about one Kilo deck in five.
Springleaf Drum costs {1}: {T}, tap an untapped creature you control: add one mana of any color. Tap Kilo as the creature and you get the mana and his proliferate, every turn, for one mana.

Fumigate destroys all creatures and gains you life for each, in a deck whose creatures are mostly artifacts. It is played in about one Kilo deck in four.
Magistrate's Scepter costs {3}. For {4} and a tap it puts a charge counter on itself, and for a tap and three counters you take an extra turn. Charge counters are exactly what Kilo proliferates, so it speeds up the extra turn.

Chrome Host Seedshark is a 2/4 flying Phyrexian Shark for {2}{U} that incubates for noncreature spells. It is played in about one Kilo deck in five.
Walking Ballista is an X artifact creature for {X}{X} with counters it can shoot away or add to for {4}. Kilo proliferates whenever he becomes tapped, so every counter on it grows. A flexible threat that is also removal.

Depthshaker Titan is a seven-mana 5/5 artifact creature that animates noncreature artifacts for a turn. It is played in about one Kilo deck in four.
Uthros, Titanic Godcore is a land that enters tapped and taps for {U}. You station it by tapping creatures, and at 12 charge counters it taps for {U} for each artifact you control. A land that takes no spell slot and becomes a mana engine in an artifact deck.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Tekuthal, Inquiry Dominus$1.99
Played in 85% of Kilo decks. A flier that makes you proliferate twice instead of once, so every Kilo tap is two proliferates. - Inspirit, Flagship Vessel$1.67
A Spacecraft that you station with creatures, and it brings Kilo's colours into the engine. - Everflowing Chalice$0.28
Scales with the mana you have, and is an artifact for the proliferate engine. - Insight Engine$1.08
Puts a charge counter on itself each time you use it and draws a card for each counter, so every proliferate draws more. - Surge Conductor$0.32
Proliferates whenever another nontoken artifact enters under your control.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Inexorable Tide$0.92
Proliferates whenever you cast a spell, which is a huge engine. It costs more than a budget upgrade should. - Teferi, Who Slows the Sunset$4.27
A planeswalker whose +1 untaps an artifact, a creature and a land. - Voltaic Key$3.42
Untaps an artifact, such as Kilo, for {1} and a tap.
Counter Intelligence already plays the proliferate engines. The upgrade is cheap ways to untap Kilo so he proliferates again, fewer tapped lands, and fewer cards that hurt your own artifacts. These eleven swaps cost about $39 in total.

How much does it cost to upgrade Counter Intelligence?
All 11 swaps cost about $39.16 at the cheapest paper printings (TCGplayer market prices via Scryfall, 2026-10-27). If you want to spend more, the guide also covers Inexorable Tide ($0.92), Teferi, Who Slows the Sunset ($4.27) and Voltaic Key ($3.42).
What should I cut from Counter Intelligence?
The weakest cards for this commander are Angel of the Ruins, Lonely Sandbar and Secluded Steppe. The guide explains the reason for every cut, and swaps each one for a card that scores higher.
Which cards should I keep in Counter Intelligence?
Keep Tekuthal, Inquiry Dominus, Inspirit, Flagship Vessel, Everflowing Chalice, Insight Engine and Surge Conductor. These are the cards doing the deck's heavy lifting.
What does Kilo do?
Kilo, Apogee Mind costs {U}{R}{W}, has haste, and whenever he becomes tapped you proliferate: you choose any number of permanents and players and give each another counter of each kind already there. Every time Kilo taps, your charge counters, +1/+1 counters and opponents' poison counters all go up.

How the numbers work
Inclusion is the share of Kilo, Apogee Mind decks (20,058 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Kilo decks, which flatters every card the precon contains. Lift is high for many cards here because they are rarely played outside artifact and proliferate decks, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
