Caesar, Legion's Emperor costs {1}{R}{W}{B} and is a 4/4. Whenever you attack, you may sacrifice another creature. When you do, you choose two: create two 1/1 Soldier tokens with haste that are tapped and attacking, draw a card and lose 1 life, or deal damage to an opponent equal to the number of creature tokens you control. Every attack turns one creature into two tokens and a card.
The precon already has the sacrifice and drain cards, including Bastion of Remembrance, Skullclamp, Pitiless Plunderer and Secure the Wastes. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Caesar decks, plus lift, which shows how much more often a card turns up in Caesar decks than in decks that could play it.

What is holding the deck back
Nothing doubles Caesar's trigger
Isshin, Two Heavens as One and Windcrag Siege make a trigger caused by an attacking creature happen an additional time. Caesar's trigger is one of them, so each attack makes four tokens.
Not enough cheap token makers
Adeline, Hero of Bladehold, Bone-Cairn Butcher and Elspeth, Sun's Champion create tokens on their own, and Arabella and Thalisse turn a board of small creatures into damage and fliers. They are among the top-scoring cards the precon leaves out.
Fallout cards that almost nobody plays
Butch DeLoria, Desdemona, Mr. House and Mysterious Stranger are not cards Caesar, and Ruthless Radrat, Survivor's Med Kit and the Bobbleheads are played in about one Caesar deck in ten or fewer decks usually play.

Makes a Treasure whenever another creature you control dies. - Secure the Wastes$0.32
An instant that makes X Warrior tokens, a flexible source of bodies. - Martial Coup$0.21
Makes X Soldiers and, for seven mana, destroys all other creatures and leaves you an army.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Call the Coppercoats$6.28
An instant that makes tokens equal to the creatures an opponent controls.
Hail, Caesar already has the sacrifice outlets and the drain. The upgrade is cards that double Caesar's attack trigger and make tokens when you attack, in place of Fallout cards that almost nobody plays. These fourteen swaps cost about $27 in total.

How the numbers work
Inclusion is the share of Caesar, Legion's Emperor decks (23,068 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Caesar decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many Mardu decks, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
