Zurgo Stormrender costs {R}{W}{B} and has mobilize 1: whenever he attacks you create a tapped and attacking 1/1 Warrior token that is sacrificed at the next end step. Whenever a creature token you control leaves the battlefield, you draw a card if it was attacking, and otherwise each opponent loses 1 life. Every attack is a token and a card.
The precon already has the best token engines, including Adeline, Resplendent Cathar, Ainok Strike Leader and Will of the Mardu. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Zurgo decks, plus lift, which shows how much more often a card turns up in Zurgo decks than in decks that could play it.

What is holding the deck back
Not enough mobilize
Bone-Cairn Butcher, Mardu Siegebreaker, Zurgo, Thunder's Decree and Dalkovan Packbeasts attack with tokens, and the precon plays none of them. Windcrag Siege makes every attack trigger twice.
Token makers whose tokens stay home
Beetleback Chief, Siege-Gang Commander, Release the Dogs, Shadow Summoning and Emeria Angel make tokens that do not attack. When those tokens leave, Zurgo only drains for 1, while an attacking token draws a card.
A few cards almost nobody plays
Aron, Beetleback Chief, Emeria Angel, Myr Battlesphere and Siege-Gang Commander are not cards Zurgo at all, and Commander's Insignia is played in about one Zurgo deck in ten decks usually play.
The 14 swaps
Each pair shows the numbers for the card coming out and the card going in. Click a card image to zoom.

Aron, Benalia's Ruin is a 3/3 menace creature for {W}{W}{B} that sacrifices another creature to put a +1/+1 counter on each creature you control. It is not a card Zurgo decks usually play.
Bone-Cairn Butcher is a 4/4 Demon for {1}{R}{W}{B} with mobilize 2, and attacking tokens you control have deathtouch. Two tokens every attack, each a deathtouch attacker that drains an opponent for 1 when it is sacrificed at end of turn, or draws you a card if it dies in combat.

Beetleback Chief is a 2/2 for {2}{R}{R} that makes two 1/1 Goblins. It is not a card Zurgo, and its Goblins do not attack decks usually play.
Mardu Siegebreaker is a 4/4 deathtouch, haste creature for {1}{R}{W}{B}. When it enters it exiles another creature you control, and whenever it attacks it creates a tapped token copy of that creature attacking, sacrificed at your next end step. A temporary copy of your best creature every turn.

Emeria Angel is a 3/3 flier for {2}{W}{W} that makes a 1/1 Bird for each land you play. It is not a card Zurgo decks usually play.
Zurgo, Thunder's Decree is a 2/4 for {R}{W}{B} with mobilize 2, and your Warrior tokens cannot be sacrificed during your end step. A second Zurgo that makes two attackers, and keeps them.

Myr Battlesphere costs seven mana and makes four 1/1 Myr that do not attack. It is not a card Zurgo decks usually play.
Windcrag Siege costs {1}{R}{W}. Choose Mardu: if a creature attacking causes a triggered ability of a permanent you control to trigger, that ability triggers an additional time. Mobilize is a trigger of an attacking creature, so every mobilize makes two tokens.

Siege-Gang Commander is a 2/2 for {3}{R}{R} that makes three Goblins, and sacrifices Goblins for 2 damage. It is not a card Zurgo decks usually play.
Mirkwood Bats is a 2/3 flier for {3}{B}: whenever you create or sacrifice a token, each opponent loses 1 life. Every mobilize token is a drain when it is created, and another when it is sacrificed.

Commander's Insignia gives your creatures +1/+1 for each time you have cast your commander from the command zone this game. It is played in about one Zurgo deck in ten.
Teysa Karlov is a 2/4 for {2}{W}{B}. If a creature dying causes a triggered ability of a permanent you control to trigger, it triggers an additional time, and your creature tokens have vigilance and lifelink. Zurgo's token trigger happens twice, so each token that dies drains for 2 or draws two cards, and your tokens gain life.

Shadow Summoning makes two tapped 1/1 Spirits with flying. It is played in about one Zurgo deck in ten, and the Spirits do not attack.
Zulaport Cutthroat is a 2/1 for {1}{B}: whenever it or another creature you control dies, each opponent loses 1 life and you gain 1 life. Every mobilize token that is sacrificed is a drain.

Release the Dogs makes four 1/1 Dogs for {3}{W}. It is played in about one Zurgo deck in ten, and the Dogs do not attack.
Garna, Bloodfist of Keld is a 4/3 for {1}{B}{R}{R}: whenever another creature you control dies, you draw a card if it was attacking, and otherwise Garna deals 1 damage to each opponent. A second engine that pings for every token you sacrifice and draws when an attacker dies.

Bone Devourer is a flash flier for {3}{B} that enters with a counter for each creature that died this turn, and is played in about one Zurgo deck in seven.
Dalkovan Packbeasts is a 0/4 vigilance creature for {2}{W} with mobilize 3. It attacks with three tapped Warrior tokens and, thanks to vigilance, is still untapped as a blocker. Three attackers for three mana.

Wayfarer's Bauble costs {1} and fetches a basic land for {2} and a sacrifice. It is played in about one Zurgo deck in six.
Goblin Bombardment costs {1}{R}: sacrifice a creature, and it deals 1 damage to any target. Sacrifice an attacking Warrior token and Zurgo draws you a card, and you also deal 1 damage.

Solemn Simulacrum ({4}) is one of the lowest-scoring cards in the precon, at 14 in the Oracle: it is in 22% of Zurgo Stormrender decks with 9% synergy. It reads: When this creature enters, you may search your library for a basic land card, put that card onto the battlefield tapped, then shuffle.
Caesar, Legion's Emperor ({1}{R}{W}{B}) scores 50: it is in 55% of Zurgo Stormrender decks with 46% synergy. It reads: Whenever you attack, you may sacrifice another creature. When you do, choose two :. • Create two 1/1 red and white Soldier creature tokens with haste that are tapped and attacking. • You draw a card and you lose 1 life.

Grenzo, Havoc Raiser ({R}{R}) is one of the lowest-scoring cards in the precon, at 15 in the Oracle: it is in 17% of Zurgo Stormrender decks with 14% synergy. It reads: Whenever a creature you control deals combat damage to a player, choose one :. • Goad target creature that player controls.
Impact Tremors ({1}{R}) scores 47: it is in 57% of Zurgo Stormrender decks with 41% synergy. It reads: Whenever a creature you control enters, this enchantment deals 1 damage to each opponent.

Lingering Souls ({2}{W}) is one of the lowest-scoring cards in the precon, at 15 in the Oracle: it is in 16% of Zurgo Stormrender decks with 14% synergy. It reads: Create two 1/1 white Spirit creature tokens with flying. Flashback {1}{B}.
Voice of Victory ({1}{W}) scores 46: it is in 56% of Zurgo Stormrender decks with 40% synergy. It reads: Mobilize 2. Your opponents can't cast spells during your turn.

Mindblade Render ({1}{B}) is one of the lowest-scoring cards in the precon, at 17 in the Oracle: it is in 18% of Zurgo Stormrender decks with 16% synergy. It reads: Whenever your opponents are dealt combat damage, if any of that damage was dealt by a Warrior, you draw a card and you lose 1 life.
Anim Pakal, Thousandth Moon ({1}{R}{W}) scores 41: it is in 49% of Zurgo Stormrender decks with 35% synergy. It reads: Whenever you attack with one or more non-Gnome creatures, put a +1/+1 counter on Anim Pakal, then create X 1/1 colorless Gnome artifact creature tokens that are tapped and attacking, where X is the number of +1/+1 counters on.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Ainok Strike Leader$4.01
Played in 83% of Zurgo decks. When it or your commander attacks, you create a 1/1 Goblin that is tapped and attacking for each opponent. - Adeline, Resplendent Cathar$2.76
Played in 86% of Zurgo decks. Her power equals the number of creatures you control, and she makes a Human token for each opponent whenever you attack. - Will of the Mardu$5.10
Creates Warrior tokens, or hits a creature, and with a commander you can choose both modes. - Redoubled Stormsinger$0.26
A first striker that copies each token that entered this turn as it attacks. - Infantry Shield$1.61
Gives a creature menace and mobilize X, where X is its power, which turns your biggest creature into a token maker.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Isshin, Two Heavens as One$3.75
Makes any attack trigger happen an additional time, including your mobilize. - Elas il-Kor, Sadistic Pilgrim$0.85
A deathtouch creature that gains you life whenever another creature enters under your control.
Mardu Surge already has the token engines and the best Mardu attackers. The upgrade is more mobilize creatures and cards that make each attack trigger twice, and fewer token makers whose tokens do not attack. These fourteen swaps cost about $44 in total.

How the numbers work
Inclusion is the share of Zurgo Stormrender decks (21,586 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Zurgo Stormrender decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many token decks, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
