Ms. Bumbleflower costs {1}{G}{W}{U} and has vigilance. Whenever you cast a spell, a target opponent draws a card, you put a +1/+1 counter on a target creature that gains flying until end of turn, and if it is the second time that ability has resolved this turn you draw two cards. Casting two spells a turn means two counters and two cards for you.
The precon already has the group-hug cards, including Wizard Class, Thought Vessel and Loran of the Third Path. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Ms. Bumbleflower decks, plus lift, which shows how much more often a card turns up in these decks than in decks that could play it. Scores are low across the board, because this deck is a political precon that few players change.

What is holding the deck back
Counters without payoffs
Ms. Bumbleflower puts a counter on a creature every time you cast a spell. Hardened Scales, Evolution Witness and Gluntch, the Bestower reward that, and the precon leaves them out.
Cards almost nobody plays
Hoofprints of the Stag, Martial Impetus, Jolly Gerbils and Coveted Jewel are each played in about one Ms. Bumbleflower deck in eight or fewer, and Realm-Cloaked Giant is not played in the commander's decks at all.
Cheap spells to trigger her twice
Her second trigger each turn draws you two cards. Cheap instants like Arcane Denial and Frantic Search make a second spell easy.
The 10 swaps
Each pair shows the numbers for the card coming out and the card going in. Click a card image to zoom.

Hoofprints of the Stag needs four counters (one per card you draw) and {2}{W} for a single 4/4 flier. It is played in about one Ms. Bumbleflower deck in nine.
Gluntch, the Bestower is a 0/5 flier for {1}{G}{W}. At your end step you choose a player to put two +1/+1 counters on a creature, a second player to draw a card, and a third player to create two Treasures. You pick who gets what, and at the table that is a lot of favours to hand out, and a counter for your own creature.

Martial Impetus is an Aura that gives +1/+1 and goads the creature, and pumps other attackers. It is played in about one Ms. Bumbleflower deck in nine.
Evolution Witness is a 2/1 for {2}{G}. For {1}{G} it adapts 2, and whenever counters are put on it you return a permanent card from your graveyard to your hand. Every Ms. Bumbleflower counter is a card back.

Jolly Gerbils is a 2/3 for {1}{W} that draws a card whenever you give a gift. It is played in about one Ms. Bumbleflower deck in eight.
Frantic Search costs {2}{U} at instant speed: draw two cards, then discard two, and untap up to three lands. It effectively costs nothing, so it is the cheapest way to cast a second spell each turn and trigger Ms. Bumbleflower again.

Coveted Jewel costs six: you draw three cards when it enters, but whenever an opponent's creatures attack you and are not blocked, that player draws three and takes the Jewel. It is played in about one Ms. Bumbleflower deck in nine.
Arcane Denial costs {1}{U} at instant speed: counter target spell, its controller may draw up to two cards at the next upkeep, and you draw a card. A two-mana counterspell that fits a deck where opponents draw anyway, and it is a spell for Ms. Bumbleflower.

Coiling Oracle is a 1/1 for {G}{U} that puts a land onto the battlefield or a card into your hand when it enters. It is played in about one Ms. Bumbleflower deck in six.
Hardened Scales costs {G}: if one or more +1/+1 counters would be put on a creature you control, that many plus one are put on it instead. Every Ms. Bumbleflower counter is two, and it costs one mana.

Realm-Cloaked Giant is a seven-mana 7/7 with an adventure sweeper (destroy all non-Giant creatures). It is not a card Ms decks usually play. Bumbleflower.
Propaganda costs {2}{U}: creatures can't attack you unless their controller pays {2} for each attacker. In a deck that gives opponents free cards, it keeps their extra creatures off you, and it is a three-mana spell.

Sphinx of Enlightenment ({4}{U}{U}) is one of the lowest-scoring cards in the precon, at 12 in the Oracle: it is in 13% of Ms. Bumbleflower decks with 11% synergy. It reads: Flying. When this creature enters, target opponent draws a card and you draw three cards.
Faerie Mastermind ({1}{U}) scores 36: it is in 42% of Ms. Bumbleflower decks with 32% synergy. It reads: Flash. Flying. Whenever an opponent draws their second card each turn, you draw a card. {3}{U}: Each player draws a card.

Bloodroot Apothecary ({2}{G}) is one of the lowest-scoring cards in the precon, at 13 in the Oracle: it is in 14% of Ms. Bumbleflower decks with 12% synergy. It reads: Toxic 2. When this creature enters, you and target opponent each create a Treasure token.
Kami of Whispered Hopes ({2}{G}) scores 28: it is in 36% of Ms. Bumbleflower decks with 22% synergy. It reads: If one or more +1/+1 counters would be put on a permanent you control, that many plus one +1/+1 counters are put on that permanent instead. {T}: Add X mana of any one color, where X is this creature's power.

Fisher's Talent ({2}{G}{U}) is one of the lowest-scoring cards in the precon, at 14 in the Oracle: it is in 15% of Ms. Bumbleflower decks with 13% synergy. It reads: At the beginning of your upkeep, look at the top card of your library. You may reveal it if it's a land card.
Dawn's Truce ({1}{W}) scores 27: it is in 33% of Ms. Bumbleflower decks with 23% synergy. It reads: Gift a card. You and permanents you control gain hexproof until end of turn. If the gift was promised, permanents you control also gain indestructible until end of turn.

Octomancer ({3}{G}{U}) is one of the lowest-scoring cards in the precon, at 16 in the Oracle: it is in 18% of Ms. Bumbleflower decks with 15% synergy. It reads: Gift an Octopus. At the beginning of each end step, create a token that's a copy of target creature token that entered the battlefield this turn.
Tataru Taru ({1}{W}) scores 27: it is in 30% of Ms. Bumbleflower decks with 25% synergy. It reads: When Tataru Taru enters, you draw a card and target opponent may draw a card. Scions' Secretary : Whenever an opponent draws a card, if it isn't that player's turn, create a tapped Treasure token.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Wizard Class$2.87
Played in 62% of Ms. Bumbleflower decks. Removes your maximum hand size, which matters in a deck where every spell draws opponents a card. - Thought Vessel$1.98
A two-mana rock that also removes your maximum hand size. - Loran of the Third Path$4.81
Destroys an artifact or enchantment, and its tap ability makes you and an opponent each draw a card. - An Offer You Can't Refuse$3.00
A one-mana counter that gives the opponent two Treasures instead of a draw. - Swords to Plowshares$1.27
Played in 86% of Ms. Bumbleflower decks. The best one-mana removal in white.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Scrawling Crawler$3.24
Makes every player draw at your upkeep, and pings opponents when they draw.
Peace Offering is a group-hug deck that players rarely change, so ten swaps are enough. They add counter payoffs and cheap spells that trigger Ms. Bumbleflower twice a turn, and replace a few cards almost nobody plays. These ten swaps cost about $33 in total.

How the numbers work
Inclusion is the share of Ms. Bumbleflower decks (37,712 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Ms. Bumbleflower decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many Bant decks, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
