Stella Lee, Wild Card costs {1}{U}{R} and is a 2/4. Whenever you cast your second spell each turn, you exile the top card of your library and may play it until the end of your next turn. Then {T}: copy target instant or sorcery spell you control, but only if you have cast three or more spells this turn. The deck wants three cheap spells every turn.
The precon already has the cantrips, including Opt, Ponder, Preordain and Storm-Kiln Artist. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Stella Lee decks, plus lift, which shows how much more often a card turns up in Stella Lee decks than in decks that could play it.

What is holding the deck back
Not enough one-mana spells
Refocus, Cerulean Wisps, Consider, Expedite and Brainstorm cost one or two mana and draw or dig, so a turn of three spells costs a few mana. They are among the top-scoring cards the precon leaves out.
Expensive draw and cards outside the lists
Leyline Dowser and Pteramander are not cards Stella Lee, and Treasure Cruise, Finale of Revelation, Pyretic Charge and Octavia, Living Thesis cost a lot in a deck that wants to cast three spells a turn decks usually play.
Cards that do not cast spells
Smoldering Stagecoach, Curse of the Swine and Midnight Clock do not add a spell to the turn or pay for one.

If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Frantic Search$0.71
Draws two, discards two, and untaps three lands.
Quick Draw already has the cantrips. The upgrade is cheap one-mana spells that draw or untap Stella, in place of expensive draw spells and cards that do not add a spell to the turn. These fourteen swaps cost about $14 in total.

How the numbers work
Inclusion is the share of Stella Lee, Wild Card decks (11,997 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Stella Lee decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many Izzet decks, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
