Lathliss, Dragon Queen is a six-mana flier. Whenever another nontoken Dragon enters under your control she creates a 5/5 flying Dragon token, and for {1}{R} your Dragons get +1/+0. Every Dragon you cast is two Dragons.
The precon already has the cost reducers that make that cheap, including Dragonlord's Servant and Dragonspeaker Shaman. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Lathliss decks, plus lift, which shows how much more often a card turns up in Lathliss decks than in decks that could play it.

What is holding the deck back
Too few cheap Dragons
Lathliss only triggers on Dragons, so every cheap Dragon is a 5/5 flier waiting to happen. The precon leaves out several two- and three-mana Dragons that players run, such as Reckless Barbarian and Patron of the Arts, and plays a handful of non-Dragons instead.
Sweepers that hit your own team
Blasphemous Act, Chain Reaction and Chandra's Ignition all damage the Dragons you are building. Breath Weapon and Magmaquake are the better fits, since one skips Dragons and the other skips fliers.
A heavy top end
Ten nonland cards cost six or more, and the deck also plays nine mana rocks on top of 38 lands. Cheap Dragons and Dragon-only mana help it cast the top end sooner.
The 14 swaps
Each pair shows the numbers for the card coming out and the card going in. Click a card image to zoom.

Goddric is a Human Noble with haste unless two or more nonland permanents entered under your control this turn, when he becomes a 4/4 flying Dragon. Most turns he is not a Dragon, so he rarely triggers Lathliss. He is in about one Lathliss deck in fourteen.
Ganax, Astral Hunter is a 3/4 flying Dragon for {4}{R}. Whenever Ganax or another Dragon enters under your control you create a Treasure, so each Dragon pays for the next. It is the highest-scoring card the precon is missing, played in two-thirds of Lathliss decks.

Basilisk Collar gives deathtouch and lifelink for equip {2}. It is a fine equipment, but it is played in about one Lathliss deck in seven, and it does nothing for the Dragons.
Dragon's Fire costs {1}{R} at instant speed: it deals 3 damage to a creature or planeswalker, but if you choose a Dragon you control it deals damage equal to that Dragon's power instead. With a 5/5 Dragon token that is five damage for two mana.

Hit the Mother Lode costs {4}{R}{R}{R}, seven mana, and discovers 10 at random. It is played in about one Lathliss deck in eight.
Sarkhan's Triumph costs {2}{R} at instant speed and searches for the Dragon of your choice: Lathliss herself, or a cheap Dragon on turn three. It turns a seven-mana gamble into a three-mana tutor.

Anger is a 4-mana creature with haste, and it gives your creatures haste from the graveyard if you control a Mountain. It is played in about one Lathliss deck in five and it is not a Dragon.
Verix Bladewing is a 4/4 flying Dragon for {2}{R}{R}. With kicker {3} it also creates Karox Bladewing, a 4/4 flying Dragon token. Verix triggers Lathliss when he enters, and the kicked version brings two bodies.

Count on Luck costs {R}{R}{R} and exiles the top card of your library each upkeep for you to play that turn. It is slow, and it is played in about one Lathliss deck in six.
Sarkhan, Fireblood costs {1}{R}{R}. One +1 loots, the other adds two mana of any colours that can only be spent on Dragon spells, and his -7 creates four 5/5 flying Dragon tokens. A three-mana planeswalker that ramps your Dragons every turn.

Chandra's Ignition has a target creature you control deal damage equal to its power to each other creature and each opponent. It also hits your own Dragons.
Thundermaw Hellkite is a 5/5 flying Dragon with haste for {3}{R}{R}. When it enters it deals 1 damage to each flier your opponents control and taps them. A Dragon that triggers Lathliss and attacks the turn it arrives.

Bitter Reunion discards a card to draw two and can be sacrificed to give your creatures haste. It does not add to the board.
Reckless Barbarian is a 2/2 Dragon Barbarian for {1}{R}. You can sacrifice it for {R}{R}, so it is a cheap Dragon that triggers Lathliss and pays for the next one.

Commander's Sphere is a three-mana rock that taps for one mana of your commander's colours, and the deck has eight other mana rocks, plus 38 lands.
Patron of the Arts is a 3/1 Dragon Noble for {2}{R}. It creates a Treasure when it enters and again when it dies, so it triggers Lathliss and gives you two Treasures for three mana.

Forgotten Cave enters tapped, cycles for {R}, and taps for {R}.
Maelstrom of the Spirit Dragon taps for {C}, or for one mana of any colour spent only on Dragon spells. For {4}, a tap and a sacrifice it searches your library for any Dragon card, so it is a land that pays for a Dragon and then finds one.

Cursed Mirror is a three-mana rock that taps for {R} and can copy a creature until end of turn. It is a ninth rock in a deck that has plenty of mana.
Sarkhan the Masterless costs {3}{R}{R}: whenever a creature attacks you or a planeswalker you control, each Dragon you control deals 1 damage to it. His +1 turns each planeswalker you control into a 4/4 flying Dragon until end of turn, and his -3 creates a 4/4 flying Dragon token.

Lightning Bolt ({R}) is one of the lowest-scoring cards in the precon, at 9 in the Oracle: it is in 30% of Lathliss decks with -6% synergy. It reads: Lightning Bolt deals 3 damage to any target.
Wrathful Red Dragon ({3}{R}{R}) scores 50: it is in 51% of Lathliss decks with 49% synergy. It reads: Flying. Whenever a Dragon you control is dealt damage, it deals that much damage to any target that isn't a Dragon.

The Elder Dragon War ({2}{R}{R}) is one of the lowest-scoring cards in the precon, at 14 in the Oracle: it is in 14% of Lathliss decks with 13% synergy. It reads: Read ahead. I : This Saga deals 2 damage to each creature and each opponent. II : Discard any number of cards, then draw that many cards.
Goldspan Dragon ({3}{R}{R}) scores 47: it is in 56% of Lathliss decks with 42% synergy. It reads: Flying, haste. Whenever this creature attacks or becomes the target of a spell, create a Treasure token. Treasures you control have "{T}, Sacrifice this artifact: Add two mana of any one color."

Chain Reaction ({2}{R}{R}) is one of the lowest-scoring cards in the precon, at 16 in the Oracle: it is in 23% of Lathliss decks with 11% synergy. It reads: Chain Reaction deals X damage to each creature, where X is the number of creatures on the battlefield.
Dracogenesis ({6}{R}{R}) scores 38: it is in 39% of Lathliss decks with 37% synergy. It reads: You may cast Dragon spells without paying their mana costs.

Outpost Siege ({3}{R}) is one of the lowest-scoring cards in the precon, at 19 in the Oracle: it is in 24% of Lathliss decks with 16% synergy. It reads: As this enchantment enters, choose Khans or Dragons. • Khans : At the beginning of your upkeep, exile the top card of your library.
Desolation of Smaug ({2}{R}{R}) scores 32: it is in 34% of Lathliss decks with 30% synergy. It reads: Desolation of Smaug deals 3 damage to each non-Dragon creature. Add four mana in any combination of colors. Spend this mana only to cast Dragon spells.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Dragonlord's Servant$0.22
Played in 87% of Lathliss decks. A two-mana creature that makes your Dragon spells cost {1} less. - Dragonspeaker Shaman$0.35
Makes your Dragon spells cost {2} less, so you can cast two Dragons in a turn. - Dragon Tempest$1.41
Gives your fliers haste when they enter, and deals damage equal to the number of Dragons you control whenever a Dragon enters. - Scourge of Valkas$1.06
Deals damage equal to the number of Dragons you control whenever it or another Dragon enters, which stacks with Lathliss's tokens. - Utvara Hellkite$4.20
Creates a 6/6 flying Dragon token whenever a Dragon you control attacks, which takes over a game on its own.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Draconic Visitor$3.77
If you would create artifact tokens, such as Treasure, you create that many 5/5 flying Dragons instead. Fun with Ganax and Patron of the Arts, but pricey for a budget upgrade. - Hellkite Tyrant$1.74
A 6-mana flying trampler that steals all of a player's artifacts when it connects. - Stormscale Scion$2.59
Gives your other Dragons +1/+1 and has storm, so it can arrive as several fliers.
Reign of Dragons already plays the cost reducers, the damage triggers and the best finishers. The upgrade is more cheap Dragons to trigger Lathliss early, fewer sweepers that hit your own team, and a tutor to find the right Dragon. These fourteen swaps cost about $45 in total.

How the numbers work
Inclusion is the share of Lathliss, Dragon Queen decks (5,446 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Lathliss decks, which flatters every card the precon contains. Lift is very high for many Dragon cards because they are rarely played outside Dragon decks, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
