Terra, Herald of Hope costs {R}{W}{B}. At the beginning of combat on your turn you mill two cards and she gains flying, and whenever she deals combat damage to a player you may pay {2} to return a creature card with power 3 or less from your graveyard to the battlefield tapped. Every turn she mills and reanimates.
The precon already has the reanimation spells and the self-mill, including Celes, Rune Knight, Reanimate and Stitcher's Supplier. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Terra decks, plus lift, which shows how much more often a card turns up in Terra decks than in decks that could play it.

What is holding the deck back
Thirteen cards cost six or more
Ruin Grinder, Umaro, Angel of the Ruins, Combustible Gearhulk and Sepulchral Primordial are some of the thirteen nonland cards at mana value six or more. A reanimator deck needs cheap creatures to put in the graveyard and bring back.
The cheap recursion creatures are missing
Karmic Guide, Alesha, Joshua and Squall each bring a creature back from the graveyard, and they cost two to five mana. They are four of the top-scoring cards the precon leaves out.
Cards that hand opponents options
Combustible Gearhulk lets an opponent choose whether you draw three or take damage, Ruin Grinder lets each player discard their hand and draw seven when it dies, and Umaro picks a random mode each turn.
The 14 swaps
Each pair shows the numbers for the card coming out and the card going in. Click a card image to zoom.

Ruin Grinder is a 7/4 menace artifact creature for {5}{R} that lets each player discard their hand and draw seven when it dies, and it has mountaincycling {2}. It is not a card Terra decks usually play.
Karmic Guide is a flying Angel for {3}{W}{W} with protection from black and echo. When it enters it returns a creature card from your graveyard to the battlefield, and you can sacrifice it for the next one. It is the highest-scoring card the precon leaves out.

Umaro is a 6/6 trampler for {5}{R} that picks a random mode each combat: pump the team, discard and draw four, or deal 5 damage. It is not a card Terra decks usually play.
Alesha, Who Laughs at Fate is a first strike creature for {1}{B}{R} that gets a +1/+1 counter every attack. At your end step, if you attacked, she returns a creature card with mana value no greater than her power from your graveyard to the battlefield. Every attack is a reanimation.

Angel of the Ruins costs seven mana and exiles up to two artifacts and/or enchantments when it enters. It is played in about one Terra deck in seven.
Joshua, Phoenix's Dominant costs {1}{R}{W}. When he enters you discard up to two cards and draw that many, so he fills the graveyard. Later, for {3}{R}{W} and a tap, he becomes a Phoenix Saga that deals 2 damage to each opponent twice, then returns creature cards with total mana value 6 or less.

Combustible Gearhulk is a six-mana first striker that lets an opponent choose between giving you three cards or milling you for damage. It is played in about one Terra deck in seven.
Buried Alive costs {2}{B}: search your library for up to three creature cards and put them into your graveyard. It stocks the graveyard with the best targets for Terra's combat trigger, Reanimate and Karmic Guide.

Interceptor is a 4/3 menace Dog for {2}{B}{B} that can return itself from the graveyard when you attack with a legendary creature. It is played in about one Terra deck in seven.
Faithless Looting costs {R}: draw two cards, then discard two, and it has flashback {2}{R}. It is a one-mana way to put creatures in the graveyard, and it is played in about half of Terra decks.

Setzer creates The Blackjack, a 3/3 flying Vehicle with crew 2, and makes Treasure when you win a coin flip. It is played in about one Terra deck in seven.
Twilight Diviner is a 3/3 for {2}{B} that surveils 2 when it enters, and whenever creatures enter under your control from a graveyard it creates a token copy of one of them, once each turn. Every reanimation makes a second creature.

Sepulchral Primordial costs {5}{B}{B}, seven mana, and puts a creature from each opponent's graveyard onto the battlefield under your control. It is played in about one Terra deck in six.
Squall, SeeD Mercenary is a 3/4 for {2}{W}{B}. A creature that attacks alone gains double strike, and whenever Squall deals combat damage to a player you return a permanent card with mana value 3 or less from your graveyard to the battlefield. A four-drop that reanimates on every hit.

Coin of Fate surveils 1 when it enters, and for {3}{W}, a tap, two exiled creature cards and a sacrifice you return one and become the monarch. It is slow, and played in about one Terra deck in six.
Luminous Broodmoth is a 3/4 flier for {2}{W}{W}. Whenever a creature you control without flying dies, it returns to the battlefield with a flying counter. Every creature you lose comes back, and it returns with flying.

Strago and Relm is a 1/3 for {2}{R} that makes an opponent exile cards until it hits an instant, sorcery or creature you may cast for free. It is played in about one Terra deck in five.
Accursed Marauder costs {1}{B}: when it enters each player sacrifices a nontoken creature of their choice, so you sacrifice a creature that Terra reanimates and your opponents lose a real one. A two-drop that fills the graveyard and kills a creature.

Commander's Sphere is a three-mana rock that taps for one mana of your commander's colours, and the deck has several others.
Victimize costs {2}{B}: choose two creature cards in your graveyard, sacrifice a creature, and return both to the battlefield tapped. Two creatures back for one, and the one you sacrifice goes to the graveyard for later.

The Falcon, Airship Restored ({2}{B}) is one of the lowest-scoring cards in the precon, at 19 in the Oracle: it is in 20% of Terra decks with 18% synergy. It reads: Flying. What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Celes, Rune Knight$1.70
Played in 80% of Terra decks. When she enters you discard any number of cards and draw that many plus one, a huge graveyard filler. - Reanimate$1.87
Played in 83% of Terra decks. One mana to put any creature from any graveyard onto the battlefield. - Stitcher's Supplier$0.28
A one-drop that mills three cards when it enters and when it dies, which feeds the graveyard. - Priest of Fell Rites$0.22
Sacrifices itself for {T} and 3 life to return a creature card from your graveyard to the battlefield. - Stitch Together$0.41
Returns a creature card from your graveyard to your hand, or straight to the battlefield with threshold.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Animate Dead$7.14
A two-mana Aura that reanimates a creature from any graveyard, a classic Reanimate partner. - Chainer, Nightmare Adept$0.77
Lets you cast creature spells from your graveyard by discarding cards.
Revival Trance already plays the reanimation spells and the self-mill. The upgrade is cheap creatures that bring other creatures back, a way to stock the graveyard, and fewer top-end cards and cards that give opponents options. These fourteen swaps cost about $37 in total.

How the numbers work
Inclusion is the share of Terra, Herald of Hope decks (20,925 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Terra decks, which flatters every card the precon contains. Lift is high for many of these cards because they are Final Fantasy and graveyard cards that are rarely played outside reanimator decks, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
