Kitt Kanto, Mayhem Diva costs {1}{R}{G}{W} and is a Legendary Creature. When it enters you create a 1/1 green and white Citizen creature token, and at the beginning of combat on each player's turn you may tap two untapped creatures you control. When you do, target creature that player controls gets +2/+2 and trample until end of turn, and you goad it. Tapping your tokens turns an opponent's creature into a goaded attacker, and tapped creatures are what the best cards in the deck care about.
The precon already has the token makers and the mutations, including Grand Crescendo, March of the Multitudes and Prosperous Partnership. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Kitt Kanto decks, plus lift, which shows how much more often a card turns up in Kitt Kanto decks than in decks that could play it.

What is holding the deck back
Not enough payoffs for tapping creatures
Emmara, Wylie Duke, Drumbellower and Stonybrook Schoolmaster all reward you for tapping or untapping creatures, which is exactly what Kitt Kanto does every combat. They are among the top-scoring cards the precon leaves out.
Cards outside the lists
Magus of the Wheel and Zurzoth, Chaos Rider are not cards Kitt Kanto, and False Floor, Sizzling Soloist, Outpost Siege and Killer Service are each played in about one Kitt Kanto deck in eight or fewer decks usually play.
Slow cards in a deck of small creatures
Sandwurm Convergence costs eight and Vivien's Stampede costs six, in a deck with 38 lands where tokens do the work.
The 12 swaps

Magus of the Wheel is a three-mana 3/3 that sacrifices itself to make each player discard their hand and draw seven. It is not a card Kitt Kanto decks usually play.
Emmara, Soul of the Accord is a 2/2 Legendary Creature for {G}{W}. Whenever Emmara becomes tapped you create a 1/1 white Soldier creature token with lifelink. A two-drop that makes a token each time Kitt Kanto taps it, and the highest-scoring card the precon leaves out.

Zurzoth, Chaos Rider is a three-mana 2/3 that makes Devils when opponents draw on other players' turns. It is not a card Kitt Kanto decks usually play.
Wylie Duke, Atiin Hero is a 4/2 Legendary Creature for {1}{G}{W} with vigilance. Whenever it becomes tapped you gain 1 life and draw a card. A three-drop that draws a card every time Kitt Kanto taps it.

False Floor is a four-mana artifact that makes all creatures enter tapped. It is played in about one Kitt Kanto deck in eleven.
Drumbellower is a 2/1 flying Spirit for {2}{W}. It untaps all creatures you control during each other player's untap step. A three-drop that untaps your creatures after Kitt Kanto taps them, so they can still block.

Sizzling Soloist is a four-mana 3/2 that stops a creature blocking whenever another creature enters. It is played in about one Kitt Kanto deck in eight.
Welcoming Vampire is a 2/3 flying Vampire for {2}{W}. Whenever one or more other creatures you control with power 2 or less enter, you draw a card, once each turn. A three-drop that draws a card from all the 1/1 tokens.

Outpost Siege is a four-mana enchantment that either exiles the top card each upkeep so you may play it or pings when your creatures leave. It is played in about one Kitt Kanto deck in eight.
Rabble Rousing is a {4}{W} enchantment with hideaway 5. Whenever you attack with one or more creatures you create that many 1/1 Citizen tokens, and if you control ten or more creatures you may play the exiled card for free. An enchantment that doubles your attackers every combat.

Killer Service is a three-mana enchantment that makes Food and can turn tokens into 4/4 Rhinos for {2} each. It is played in about one Kitt Kanto deck in eight.
Queen Allenal of Ruadach is a Legendary Creature for {G}{W}{W}. Its power and toughness are each equal to the number of creatures you control, and whenever you would create creature tokens you create those tokens plus a 1/1 white Soldier. A three-drop that makes every token maker produce one more.

Sandwurm Convergence is an eight-mana enchantment that makes a 5/5 Wurm at the end of each of your turns. It is played in about one Kitt Kanto deck in seven.
Elspeth, Sun's Champion is a six-mana planeswalker. Its +1 creates three 1/1 Soldier creature tokens, its -3 destroys all creatures with power 4 or greater, and its -7 gives your creatures +2/+2 and flying. A planeswalker that makes a board two mana cheaper than the cut.

Orzhov Advokist is a three-mana 1/4 that offers counters and a pact of non-aggression at your upkeep. It is played in about one Kitt Kanto deck in five.
Stonybrook Schoolmaster is a 1/2 Merfolk Wizard for {2}{W}. Whenever it becomes tapped you may create a 1/1 blue Merfolk Wizard creature token. A three-drop that makes a creature whenever Kitt Kanto taps it, and a body for the next tap.

Wood Elves is a three-mana 1/1 that fetches a Forest onto the battlefield. It is played in about one Kitt Kanto deck in four, and the deck already has 38 lands.
Gala Greeters is a 1/1 Elf Druid for {1}{G}. Alliance: whenever another creature you control enters, you choose one that hasn't been chosen this turn: a +1/+1 counter, a tapped Treasure token, or 2 life. A two-drop that pays you for each token the deck makes.

Harmonize is a four-mana sorcery that draws three cards. It is played in about one Kitt Kanto deck in four.
Jinnie Fay, Jetmir's Second is a 3/3 Legendary Creature for {R/G}{G}{G/W}. If you would create one or more tokens, you may instead create that many 2/2 green Cat tokens with haste or 3/1 green Dog tokens with vigilance. A three-drop that makes every 1/1 token bigger.

Vivien's Stampede is a six-mana sorcery that gives your creatures vigilance, trample and melee for a turn. It is played in about one Kitt Kanto deck in five.
Baylen, the Haymaker is a 4/3 Legendary Creature for {R}{G}{W}. Tap two untapped tokens: add one mana of any color. Tap three untapped tokens: draw a card. Tap four untapped tokens: put three +1/+1 counters on Baylen, which gains trample. A three-drop that turns tokens into mana, cards and a bigger Baylen.

Commander's Sphere is a three-mana rock that taps for any color in your commander's identity. It is played in about one Kitt Kanto deck in five.
Adeline, Resplendent Cathar is a Legendary Creature for {1}{W}{W} with vigilance. Its power is equal to the number of creatures you control, and whenever you attack, for each opponent, you create a 1/1 white Human token tapped and attacking. A three-drop that makes a token on every attack.

If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Halo Fountain$7.12
An artifact that untaps tapped creatures to make Citizens and draw cards. It costs more than a budget upgrade should. - Quest for Renewal$4.64
An enchantment that untaps all your creatures during each other player's untap step once it has four quest counters. It costs more than a budget upgrade should.
Cabaretti Cacophony already has the token makers, the mutations and the mana. The upgrade is cheap creatures that make tokens and draw cards when they tap, in place of cards that Kitt Kanto decks leave out. These twelve swaps cost about $13 in total.

How the numbers work
Inclusion is the share of Kitt Kanto, Mayhem Diva decks (1,812 of them when this was written, 2026-10-28) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Kitt Kanto decks, which flatters every card the precon contains. Lift is high for many token cards because few decks play them outside a tokens deck, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
