Galadriel, Elven-Queen costs {2}{G}{U} and is a 4/5. At the beginning of combat on your turn, if another Elf entered under your control this turn, each player votes for dominion or guidance. If dominion gets more votes, the Ring tempts you and you put a +1/+1 counter on your Ring-bearer. Otherwise you draw a card. Every turn an Elf arrives is a turn she does something.

The precon already has the Elf lords and the voting cards, including Elvish Archdruid, Elvish Warmaster, Galadhrim Ambush and Elrond of the White Council. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Galadriel decks, plus lift, which shows how much more often a card turns up in Galadriel decks than in decks that could play it.

What is holding the deck back

Not enough cheap Elves

Elrond, Lord of Rivendell, Galadriel of Lothlórien, Thranduil, Arwen Undómiel and Priest of Titania are Elves that cost two or three mana, so Galadriel's trigger happens every turn. They are among the top-scoring cards the precon leaves out.

Few scry payoffs

Elrond, Master of Healing, Arwen Undómiel and Legolas, Counter of Kills reward scrying, and Galadriel of Lothlórien and Elrond, Lord of Rivendell make you do it.

Seven-drops and cards that are not Elves

Colossal Whale and Hornet Queen cost seven, and Radagast, Gandalf and Seeds of Renewal are not Elves and score low in Galadriel decks.

What to keep

These cards are doing the deck's heavy lifting. Do not cut them.

If you want to spend more

These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.

The verdict

Elven Council already has the Elf lords and the voting cards. The upgrade is cheap Elves that enter every turn and scry payoffs that turn each scry into counters, in place of seven-drops and cards that are not Elves. These seven swaps cost about $3 in total.

How the numbers work

Inclusion is the share of Galadriel, Elven-Queen decks (2,496 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.

Two cautions. Players who run the precon unmodified count as Galadriel decks, which flatters every card the precon contains. Lift is high for many of these cards because they are Elves or scry cards that few decks play outside this kind of deck, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
