Derevi, Empyrial Tactician costs {G}{W}{U} and is a 2/3 Legendary Bird Wizard with flying. When it enters and whenever a creature you control deals combat damage to a player, you may tap or untap target permanent, and for {1}{G}{W}{U} you can put it onto the battlefield from the command zone. Every connecting creature taps a blocker or untaps a land.
The precon already has the flyers and the evasive pressure, including Sol Ring, Basalt Monolith and Arcane Denial. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Derevi decks, plus lift, which shows how much more often a card turns up in Derevi decks than in decks that could play it.

What is holding the deck back
Not enough ramp and flyers
Faeburrow Elder, Wild Growth, Utopia Sprawl, Avacyn's Pilgrim, Watcher of the Spheres and Aven Mindcensor ramp or add flyers. They are among the top-scoring cards the precon leaves out.
Situational creatures outside the lists
Acidic Slime, Aerie Mystics, Angel of Finality, Bane of Progress, Deceiver Exarch, Diviner Spirit and Djinn of Infinite Deceits are not cards Derevi decks usually play.
Slow mana rocks and low-scoring cards
Selesnya Signet, Simic Signet, Azami, Lady of Scrolls and Krosan Grip are each played in about one Derevi deck in ten or fewer, and Swiftfoot Boots scores below zero in the data.
The 12 swaps

Acidic Slime is a five-mana creature that destroys an artifact, enchantment or land. It is not a card Derevi decks usually play.
Faeburrow Elder is a Treefolk Druid for {1}{G}{W} with vigilance. It gets +1/+1 for each color among permanents you control, and for a tap it adds one mana of each of those colors. A three-drop in two of Derevi's colours that makes lots of mana, and the highest-scoring creature the precon leaves out.

Aerie Mystics is a five-mana 3/3 flyer that gives shroud for {1}{G}{U}. It is not a card Derevi decks usually play.
Watcher of the Spheres is a 2/2 Bird Wizard for {W}{U} with flying. Creature spells with flying you cast cost {1} less, and whenever another creature you control with flying enters it gets +1/+1 until end of turn. A two-drop flyer that makes the rest of your flyers cheaper.

Angel of Finality is a four-mana 3/4 flyer that exiles a graveyard. It is not a card Derevi decks usually play.
Aven Mindcensor is a 2/1 Bird Wizard for {2}{W} with flash and flying. If an opponent would search a library, that player searches the top four cards of that library instead. A three-drop flash flyer that shuts down tutors and ramp.

Bane of Progress is a six-mana creature that destroys all artifacts and enchantments. It is not a card Derevi decks usually play.
Eternal Witness is a 2/1 Human Shaman for {1}{G}{G}. When it enters you may return target card from your graveyard to your hand. A three-drop that gets back your best card.

Deceiver Exarch is a three-mana 1/4 flash creature that taps or untaps a permanent. It is not a card Derevi decks usually play.
Bident of Thassa is a Legendary Enchantment Artifact for {2}{U}{U}. Whenever a creature you control deals combat damage to a player, you may draw a card, and for {1}{U} and a tap, creatures your opponents control attack this turn if able. A four-mana artifact that draws on every connecting flyer.

Diviner Spirit is a five-mana 2/4 that draws for you and the damaged player. It is not a card Derevi decks usually play.
Phyrexian Metamorph costs {3}{U/P}, which can be paid with {U} or 2 life. You may have it enter as a copy of any artifact or creature on the battlefield, except it's an artifact in addition to its other types. A four-mana clone that copies your best flyer or an opponent's best creature.

Djinn of Infinite Deceits is a six-mana 2/7 flyer that exchanges control of creatures. It is not a card Derevi decks usually play.
Mockingbird costs {X}{U} and has flying. You may have it enter as a copy of any creature on the battlefield with mana value less than or equal to the mana spent, except it's a Bird in addition to its other types and has flying. A flexible clone that scales with your mana.

Azami, Lady of Scrolls is a five-mana Legendary Human Wizard that taps Wizards to draw cards. It is played in about one Derevi deck in seventeen.
Neoform costs {G}{U}. As an additional cost you sacrifice a creature, and you search your library for a creature card with mana value equal to 1 plus the sacrificed creature's mana value and put it onto the battlefield with an additional +1/+1 counter. A two-mana sorcery that turns a cheap creature into a better one.

Selesnya Signet is a two-mana rock that makes {G}{W} for {1}. It is played in about one Derevi deck in twelve.
Wild Growth is an Aura for {G}. Whenever enchanted land is tapped for mana, its controller adds an additional {G}. A one-mana ramp spell that costs less than a Signet.

Simic Signet is a two-mana rock that makes {G}{U} for {1}. It is played in about one Derevi deck in eleven.
Utopia Sprawl is an Aura for {G} that enchants a Forest. As it enters you choose a color, and whenever the enchanted Forest is tapped for mana its controller adds an additional one mana of the chosen color. A one-mana ramp spell that fixes a colour.

Krosan Grip is a three-mana instant with split second that destroys an artifact or enchantment. It is played in about one Derevi deck in seventeen.
Avacyn's Pilgrim is a 1/1 Human Monk for {G}. For a tap it adds {W}. A one-drop mana creature that fixes white.

Swiftfoot Boots is a two-mana Equipment that gives hexproof and haste. It scores below zero in the data.
Wargate costs {X}{G}{W}{U}. You search your library for a permanent card with mana value X or less and put it onto the battlefield. A flexible tutor in exactly Derevi's colours.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Sol Ring$1.25
Played in 82% of Derevi decks. Two mana for one. - Basalt Monolith$3.87
Played in 15% of Derevi decks. Taps for three colourless, and Derevi can untap it. - Arcane Denial$1.83
Played in 17% of Derevi decks. Counters a spell and draws you two cards later.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Teferi, Time Raveler$4.10
A three-mana planeswalker that stops opponents casting spells at instant speed. It costs more than a budget upgrade should. - Eldritch Evolution$3.64
A three-mana sorcery that sacrifices a creature to fetch a bigger one. It costs more than a budget upgrade should.
Evasive Maneuvers already has the flyers and the evasive pressure that makes Derevi's tap and untap trigger work. The upgrade is cheap ramp, flyers and card draw, in place of situational creatures and slow mana rocks that Derevi decks leave out. These twelve swaps cost about $16 in total.

How the numbers work
Inclusion is the share of Derevi, Empyrial Tactician decks (11,874 of them when this was written, 2026-10-28) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Derevi decks, which flatters every card the precon contains. Lift stays low to moderate for these cards because most of them are played in many decks, so use inclusion and synergy to compare cards, not lift. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
