Dihada, Binder of Wills is a Legendary Planeswalker that costs {1}{R}{W}{B} and enters with 5 loyalty. Its +2 gives up to one target legendary creature vigilance, lifelink and indestructible until your next turn, and its -3 reveals the top four cards of your library, puts any legendary cards from among them into your hand and the rest into your graveyard, and makes a Treasure for each card that went to the graveyard. It can be your commander, and everything in the deck cares about legendary cards.
The precon already has Shanid, Odric, Cadric and the legendary sorceries that make a legendary-matters deck work. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Dihada decks, plus lift, which shows how much more often a card turns up in Dihada decks than in decks that could play it.

What is holding the deck back
Legends that Dihada decks leave out
Adriana, Bell Borca, Josu Vess, Tajic, Kothophed and Zetalpa are not cards Dihada decks usually play. Cards that reward you for casting and losing legends are among the top-scoring cards the precon leaves out.
Not enough payoffs for casting legends
Ratadrabik of Urborg, Venat, Djeru and Hazoret and The Kenriths' Royal Funeral all draw cards, copy creatures or make legendary spells cheaper, and none of them is in the box.
Heavy rocks and plain lands
The deck has 39 lands plus a handful of mana artifacts, and Hedron Archive and The Circle of Loyalty are each played in about one Dihada deck in seventeen. Lands that help cast legends do more than basic fetch lands.
The 11 swaps

Zetalpa, Primal Dawn is an eight-mana 4/8 with flying, double strike, vigilance, trample and indestructible. It is not a card Dihada decks usually play.
Ratadrabik of Urborg is a 3/3 Zombie Wizard for {2}{W}{B} with vigilance and ward {2}. Whenever another legendary creature you control dies, you create a token copy of it that is not legendary and is a 2/2 black Zombie. A four-mana creature that turns every dead legend into a second body, and the highest-scoring card the precon leaves out.

Adriana, Captain of the Guard is a five-mana 4/4 that gives melee to your other creatures. It is not a card Dihada decks usually play.
Djeru and Hazoret is a 5/4 Human God for {2}{R}{R}{W}. Whenever it attacks, you look at the top six cards of your library and may exile a legendary creature card from among them, then you may cast that card for free this turn. It has vigilance and haste while you have one or fewer cards in hand. A five-drop that casts a free legend every time it attacks.

Bell Borca, Spectral Sergeant is a four-mana creature that exiles the top card of your library each upkeep so you may play it. It is not a card Dihada decks usually play.
Venat, Heart of Hydaelyn is a Legendary Creature for {1}{W}{W}. Whenever you cast a legendary spell you draw a card, and this triggers only once each turn. For {7} and a tap it exiles target nonland permanent and transforms. A three-drop that draws a card from a deck full of legendary spells.

Josu Vess, Lich Knight is a four-mana 4/5 with menace that can make eight Zombie Knights when kicked for {5}{B}. It is not a card Dihada decks usually play.
The Kenriths' Royal Funeral is a Legendary Enchantment for {2}{W}{B}. When it enters, it exiles up to two target legendary creature cards from your graveyard, you draw X cards and lose X life, where X is the greatest mana value among them, and your legendary spells cost {1} less for each card exiled this way. A card draw spell that also makes every legend cheaper.

Tajic, Blade of the Legion is a four-mana 2/2 that is indestructible and gets +5/+5 when it attacks with two other creatures. It is not a card Dihada decks usually play.
Rakdos Joins Up is a Legendary Enchantment for {3}{B}{R}. When it enters, it returns target creature card from your graveyard to the battlefield with two additional +1/+1 counters, and whenever a legendary creature you control dies it deals damage equal to that creature's power to target opponent. Reanimation and revenge in one card.

Kothophed, Soul Hoarder is a six-mana 6/6 flyer that draws a card whenever a permanent owned by another player is put into a graveyard from the battlefield. It is not a card Dihada decks usually play.
Chainer, Nightmare Adept is a 3/2 for {2}{B}{R}. Discard a card: you may cast a creature spell from your graveyard this turn, once each turn. Whenever a nontoken creature you control enters without being cast from your hand, it gains haste until your next turn. A four-drop that turns your graveyard into a second hand.

Hedron Archive is a four-mana rock that taps for {C}{C}. It is played in about one Dihada deck in seventeen.
Relic of Legends costs {3}. It taps for one mana of any color, and you can also tap an untapped legendary creature you control to add one mana of any color. A three-mana rock that fixes all three colors and turns a legend into mana.

The Circle of Loyalty is a six-mana Legendary Artifact that gives your creatures +1/+1 and makes Knights. It is played in about one Dihada deck in seventeen.
Sevinne's Reclamation is a {2}{W} sorcery that returns target permanent card with mana value 3 or less from your graveyard to the battlefield. It has flashback {4}{W}, and if it was cast from a graveyard you may copy it. A cheap recursion spell that you can use twice.

Wear // Tear is a fuse card: Wear costs {1}{R} and destroys target artifact, and Tear costs {W} and destroys target enchantment. It is not a card Dihada decks usually play.
Swords to Plowshares costs {W}. It exiles target creature, and its controller gains life equal to its power. One mana answers almost any creature, which is more useful than an answer to artifacts and enchantments.

Evolving Wilds sacrifices itself to fetch a basic land onto the battlefield tapped. It is played in about one Dihada deck in four, with negative synergy.
Plaza of Heroes taps for {C}, or for one mana of any color to cast a legendary spell, or for one mana of any color among legendary permanents you control. For {3}, a tap and exiling it, a legendary creature gains hexproof and indestructible. A land that fixes for a deck full of legends and can save one.

Terramorphic Expanse sacrifices itself to fetch a basic land onto the battlefield tapped. It is played in about one Dihada deck in five.
The Grey Havens is a Legendary Land. It scries 1 when it enters, taps for {C}, and taps for one mana of any color among legendary creature cards in your graveyard. A land that finds your next play and fixes colors when your legends die.

If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Aurelia, the Warleader$2.72
A six-mana flying, vigilance, haste creature that untaps your creatures and adds a combat phase. It costs more than a budget upgrade should. - Minas Tirith$6.04
A legendary land that enters tapped unless you control a legendary creature, taps for {W}, and can draw a card after you attack with two or more creatures.
Legends' Legacy already has the legendary core and the sorceries that make Dihada work. The upgrade is payoffs for casting and losing legends, cheap recursion and lands that fix for them, in place of off-plan legends and heavy rocks. These eleven swaps cost about $10 in total.

How the numbers work
Inclusion is the share of Dihada, Binder of Wills decks (11,157 of them when this was written, 2026-10-28) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Dihada decks, which flatters every card the precon contains. Lift is high for many legendary cards because few decks play them outside a legends deck, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
