Olivia, Opulent Outlaw costs {1}{R}{W}{B}. She has flying and lifelink, and whenever one or more outlaws you control deal combat damage to a player, you create a Treasure. For {3} and two Treasures you put two +1/+1 counters on each creature you control. Assassins, Mercenaries, Pirates, Rogues and Warlocks are outlaws, and every one of them that connects makes Treasure.
The precon already has the payoffs and the recursion, including Vihaan, Goldwaker, Mari, the Killing Quill and Back in Town. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Olivia decks, plus lift, which shows how much more often a card turns up in Olivia decks than in decks that could play it. This is a newer commander with fewer decks, so lift values are very high.

What is holding the deck back
Not enough cheap outlaws that make Treasure
Kellogg, Prosperous Bandit, Swashbuckler Extraordinaire and Breeches all create Treasure on their own, and Hellspur Posse Boss, Laughing Jasper Flint and Vial Smasher are outlaws that reward more outlaws. They are among the top-scoring cards the precon leaves out.
Sweepers and steal effects in an attacking deck
Hex, Mass Mutiny, Captivating Crew and Curtains' Call kill or borrow creatures, in a deck that wants a board of its own outlaws attacking.
Outlaws that do little
Ogre Slumlord, Aetherborn Marauder, Mistmeadow Skulk and Dire Fleet Ravager are outlaws, but each is played in about one Olivia deck in five or fewer, and Humble Defector hands a card engine to an opponent.
The 13 swaps
Each pair shows the numbers for the card coming out and the card going in. Click a card image to zoom.

Humble Defector is a 2/1 Rogue for {1}{R} that draws two cards and then gives an opponent control of it. It is played in about one Olivia deck in eight.
Kellogg, Dangerous Mind is a 3/2 first strike haste Mercenary for {1}{B}{R}. It creates a Treasure whenever it attacks, and for five Treasures you gain control of a creature for as long as you control Kellogg. An outlaw that makes Treasure by itself, and the highest-scoring card the precon leaves out.

Hex is a six-mana sorcery that destroys six target creatures, so it needs a board of six, including some of your own. It is played in about one Olivia deck in six.
At Knifepoint costs {1}{B}{R}. Your outlaws have first strike during your turn, and whenever you commit a crime you create a 1/1 Mercenary token that pumps another creature. Tokens are outlaws, so each one is a new Treasure source.

Mass Mutiny is a five-mana sorcery that borrows a creature from each opponent for a turn. It is played in about one Olivia deck in five.
Hellspur Posse Boss is a 2/4 Lizard Rogue for {2}{R}{R}. Other outlaws you control have haste, and when it enters you create two 1/1 Mercenary tokens. Three outlaws from one card, and they all attack the turn they arrive.

Captivating Crew is a 4/3 Pirate for {3}{R} that steals a creature for {3}{R} each turn. It is played in about one Olivia deck in four.
Laughing Jasper Flint is a 4/3 for {1}{B}{R}. Creatures you control but do not own are Mercenaries, and at your upkeep you exile the top X cards of an opponent's library, where X is your outlaws, and may cast spells from among them with mana of any type. The more outlaws you have, the more you steal.

Curtains' Call is a six-mana instant, reduced by one for each opponent, that destroys two creatures. It is played in about one Olivia deck in four.
Vial Smasher, Gleeful Grenadier is a 3/2 for {B}{R}. Whenever another outlaw you control enters, it deals 1 damage to target opponent. A two-drop that pings with every outlaw, and Hellspur Posse Boss makes three at once.

Painful Truths draws cards for the colours you spend on it, and it costs life. It is played in about one Olivia deck in three, but it makes no Treasure and does not attack.
Swashbuckler Extraordinaire is a 2/2 Dragon Rogue Warrior for {2}{R}. When it enters you create a Treasure, and whenever you attack you may sacrifice Treasures to give that many creatures double strike. An outlaw that makes Treasure and spends it for damage.

Ogre Slumlord is a 3/3 Rogue for {3}{B}{B} that makes Rats when other nontoken creatures die. It is played in about one Olivia deck in seven.
Prosperous Bandit is a 2/2 first strike Raccoon Rogue for {2}{R} with offspring {1}. Whenever it deals combat damage to a player it creates that many tapped Treasures, a lot more Treasure than Olivia alone.

Aetherborn Marauder is a 2/2 flying lifelink Rogue for {3}{B} that moves +1/+1 counters onto itself. It is played in about one Olivia deck in seven.
Breeches, Eager Pillager is a 3/3 first strike Goblin Pirate for {2}{R}. Whenever a Pirate you control attacks, you choose one that has not been chosen: create a Treasure, make a creature unable to block, or exile the top card of your library to play this turn. Breeches is a Pirate, so she triggers herself.

Mistmeadow Skulk is a 1/1 lifelink Rogue for {1}{W} with protection from mana value 3 or greater. It is played in about one Olivia deck in six.
Locke, Treasure Hunter is a 2/3 Human Rogue for {1}{B}{R} that cannot be blocked by creatures with greater power. Whenever it attacks, each player mills a card, you create a Treasure if a land was milled, and you may cast a spell from among those cards. A Rogue that attacks past big blockers.

Dire Fleet Ravager is a 4/4 menace deathtouch Pirate for {3}{B}{B} that makes every player lose a third of their life. It is played in about one Olivia deck in five.
Port Razer is a 4/4 Orc Pirate for {3}{R}{R}. Whenever it deals combat damage to a player, you untap each creature you control and get an additional combat phase after this one. A second combat is a second Treasure trigger.

Tenured Inkcaster ({4}{B}) is one of the lowest-scoring cards in the precon, at 21 in the Oracle: it is in 22% of Olivia decks with 21% synergy. It reads: When this creature enters, put a +1/+1 counter on target creature.
Grim Hireling ({3}{B}) scores 47: it is in 50% of Olivia decks with 44% synergy. It reads: Whenever one or more creatures you control deal combat damage to a player, create two Treasure tokens. {B}, Sacrifice X Treasures: Target creature gets -X/-X until end of turn. Activate only as a sorcery.

Laurine, the Diversion ({2}{R}) is one of the lowest-scoring cards in the precon, at 21 in the Oracle: it is in 22% of Olivia decks with 21% synergy. It reads: Partner with Kamber, the Plunderer. First strike. {2}, Sacrifice an artifact or creature: Goad target creature.
Lotho, Corrupt Shirriff ({W}{B}) scores 36: it is in 44% of Olivia decks with 30% synergy. It reads: Whenever a player casts their second spell each turn, you lose 1 life and create a Treasure token.

Kamber, the Plunderer ({3}{B}) is one of the lowest-scoring cards in the precon, at 21 in the Oracle: it is in 22% of Olivia decks with 21% synergy. It reads: Partner with Laurine, the Diversion. Lifelink. Whenever a creature an opponent controls dies, you gain 1 life and create a Blood token.
Xorn ({2}{R}) scores 34: it is in 39% of Olivia decks with 31% synergy. It reads: If you would create one or more Treasure tokens, instead create those tokens plus an additional Treasure token.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Vihaan, Goldwaker$4.14
Played in 87% of Olivia decks. Gives your outlaws vigilance and haste, and turns your Treasures into 3/3 Assassins at the beginning of combat. - Mari, the Killing Quill$5.46
Gives your Assassins, Mercenaries and Rogues deathtouch, and draws and makes Treasure when they connect. - Back in Town$4.35
Returns X outlaw creature cards from your graveyard to the battlefield. - Queen Marchesa$1.14
Makes you the monarch and creates a deathtouch Assassin token each upkeep if an opponent is the monarch. - Captain Lannery Storm$0.31
A hasty Pirate that creates a Treasure whenever she attacks, and gets +1/+0 when you sacrifice one.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Professional Face-Breaker$4.68
Makes a Treasure whenever your creatures connect and lets you sacrifice Treasure to exile and play a card. It costs more than a budget upgrade should. - Pitiless Plunderer$3.06
Makes a Treasure whenever another creature you control dies. - Tinybones, the Pickpocket$5.77
A one-mana deathtouch Skeleton that lets you cast a card from a player's graveyard when it connects.
Most Wanted already has the payoffs and the recursion. The upgrade is cheap outlaws that make Treasure every time they hit, and more outlaws for the payoffs to count, in place of sweepers, steal effects and outlaws that do little. These thirteen swaps cost about $37 in total.

How the numbers work
Inclusion is the share of Olivia, Opulent Outlaw decks (5,794 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Olivia decks, which flatters every card the precon contains. Lift is very high for these cards because this is a newer commander with fewer decks, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
