Commodore Guff costs {1}{U}{R}{W} and is a planeswalker commander. At the beginning of your end step, you put a loyalty counter on another target planeswalker you control. Her +1 creates a 1/1 Wizard that taps for {R} to cast planeswalker spells, and her -3 draws you X cards and deals X damage to each opponent, where X is the number of planeswalkers you control. More walkers mean more of every ability.
The precon already has the walkers and the support, including Oath of Teferi, Chandra, Legacy of Fire, Chandra, Torch of Defiance and The Chain Veil. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Guff decks, plus lift, which shows how much more often a card turns up in Guff decks than in decks that could play it.

What is holding the deck back
Land-fetching creatures in a planeswalker deck
Cartographer's Hawk and Oreskos Explorer fetch Plains in a deck that wants its mana spent on planeswalkers, and they are each played in about one Guff deck in fourteen.
Not enough strong walkers and a tutor
Teferi, Temporal Archmage and The Eternal Wanderer are the top-scoring cards the precon leaves out, and Loyal Tutor puts a planeswalker on top of your library for {W}.
Cards that do not help the walkers
Wayfarer's Bauble, Kazuul, Narset, Enlightened Master and Wall of Denial do nothing for planeswalkers.
The 9 swaps

Cartographer's Hawk is a 2/1 flier for {1}{W} that returns to hand to fetch a Plains. It is played in about one Guff deck in fourteen.
Teferi, Temporal Archmage is a six-mana planeswalker. His +1 looks at the top two cards and puts one in your hand, and his -1 untaps up to four permanents, which untaps your other planeswalkers' lands and creatures. It is the highest-scoring card the precon leaves out.

Oreskos Explorer is a 2/2 for {1}{W} that fetches Plains when opponents have more lands. It is played in about one Guff deck in fourteen.
The Eternal Wanderer is a six-mana planeswalker. No more than one creature can attack it each combat, its +1 exiles a creature or artifact temporarily, its 0 makes a 2/2 Samurai with double strike, and its -4 sweeps the board. A walker that protects itself and the others.

Wayfarer's Bauble is a one-mana artifact that fetches a basic land for {2} more. It is played in about one Guff deck in five.
Loyal Tutor costs {W} at instant speed: search your library for a planeswalker, reveal it, and put it on top. One mana to find the walker you need.

Kazuul, Tyrant of the Cliffs is a 5/4 Ogre for {3}{R}{R} that makes Ogres when you are attacked. It is played in about one Guff deck in four.
Way of the Pyromancer costs {1}{R}. When it enters it creates a Jace planeswalker token with loyalty counters, or empowers one you control, and your planeswalkers have "+1: Add {R}." An extra walker for Guff's end step trigger, and every walker taps for red mana.

Narset, Enlightened Master is a 3/2 for {3}{U}{R}{W} with first strike and hexproof that casts spells from the top of your library. It is played in about one Guff deck in four.
Teferi's Talent is an Aura for {3}{U}{U} that enchants a planeswalker. Whenever you draw a card, you put a loyalty counter on the enchanted planeswalker, and at 12 loyalty it gives you an emblem to activate loyalty abilities on any player's turn. Loyalty counters on a walker that draws cards.

Wall of Denial is a 0/8 defender with flying and shroud for {1}{W}{U}. It is played in about one Guff deck in three.
Mila, Crafty Companion is a 3/3 for {1}{W}{W}: whenever an opponent attacks one or more planeswalkers you control, you put a loyalty counter on each planeswalker you control, and whenever a permanent you control becomes the target of an opponent's spell or ability you may draw a card. Its other face, Lukka, Wayward Bonder, is a planeswalker, so it is never a dead card.

Gideon Jura ({3}{W}{W}) is one of the lowest-scoring cards in the precon, at 27 in the Oracle: it is in 27% of Commodore Guff decks with 27% synergy. It reads: +2: During target opponent's next turn, creatures that player controls attack Gideon Jura if able. :2: Destroy target tapped creature.
Lae'zel, Vlaakith's Champion ({2}{W}) scores 56: it is in 59% of Commodore Guff decks with 53% synergy. It reads: If you would put one or more counters on a creature or planeswalker you control or on yourself, put that many plus one of each of those kinds of counters on that permanent or player instead. Choose a Background.

Sparkshaper Visionary ({2}{U}) is one of the lowest-scoring cards in the precon, at 28 in the Oracle: it is in 29% of Commodore Guff decks with 28% synergy. It reads: At the beginning of combat on your turn, choose any number of target planeswalkers you control.
Teferi, Master of Time ({2}{U}{U}) scores 49: it is in 50% of Commodore Guff decks with 48% synergy. It reads: You may activate loyalty abilities of Teferi on any player's turn any time you could cast an instant. +1: Draw a card, then discard a card. :3: Target creature you don't control phases out. :10: Take two extra turns after this one.

Jace, Mirror Mage ({1}{U}{U}) is one of the lowest-scoring cards in the precon, at 32 in the Oracle: it is in 32% of Commodore Guff decks with 31% synergy. It reads: Kicker {2}. When Jace enters, if Jace was kicked, create a token that's a copy of Jace, except it's not legendary and its starting loyalty is 1. +1: Scry 2.
Teferi, Hero of Dominaria ({3}{W}{U}) scores 42: it is in 43% of Commodore Guff decks with 41% synergy. It reads: +1: Draw a card. At the beginning of the next end step, untap up to two lands. :3: Put target nonland permanent into its owner's library third from the top.

What to keep
These cards are doing the deck's heavy lifting. Do not cut them.
- Oath of Teferi$8.39
Played in 94% of Guff decks. Lets you activate the loyalty abilities of your planeswalkers twice each turn. - Chandra, Legacy of Fire$13.23
Deals damage to each opponent equal to your planeswalkers at your end step, and adds red mana for each. - Chandra, Torch of Defiance$2.17
Exiles a card to cast, adds {R}{R}, or removes a creature. - The Chain Veil$18.71
Lets every planeswalker you control activate a loyalty ability an additional time. - Elspeth, Sun's Champion$0.59
Makes three Soldiers every turn and destroys all creatures with power 4 or greater.
If you want to spend more
These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Teferi, Who Slows the Sunset$4.27
Untaps your permanents and taps your opponents', and draws cards when you untap. It costs more than a budget upgrade should. - Teferi, Temporal Pilgrim$5.15
Gets a loyalty counter whenever you draw a card, and makes growing Spirits.
Planeswalker Party is a deck that most Commodore Guff lists barely change, so nine swaps are enough. They replace land-fetching creatures and a few cards that do nothing for planeswalkers with two strong walkers, a tutor and cards that add loyalty. These nine swaps cost about $22 in total.

How the numbers work
Inclusion is the share of Commodore Guff decks (7,808 of them when this was written, 2026-10-27) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Commodore Guff decks, which flatters every card the precon contains. Lift is moderate for most of these cards because they are played in many planeswalker decks, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
