Breena, the Demagogue costs {1}{W}{B} and is a 1/3 Legendary Bird Warlock with flying. Whenever a player attacks one of your opponents, if that opponent has more life than another of your opponents, that attacking player draws a card and you put two +1/+1 counters on a creature you control. Opponents who attack the leader hand you counters and draw themselves cards, so the table fights each other and you grow.
The precon already has the pillow-fort cards and the counter makers, including Duelist's Heritage, Felisa, Orzhov Advokist, Inkshield and Ghostly Prison. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Breena decks, plus lift, which shows how much more often a card turns up in Breena decks than in decks that could play it.

What is holding the deck back
Not enough cheap creatures that use counters
Dusk Legion Duelist, Hopeful Initiate, Ayara's Oathsworn and Shaile all get or use +1/+1 counters, which Breena hands out. Shadrix Silverquill gives every player something every combat. They are among the top-scoring cards the precon leaves out.
Seven- and eight-drops and clunky creatures
Angel of Serenity, Deathbringer Regent and Debtors' Knell cost seven and Zetalpa costs eight, and Guardian Archon, Hunted Lammasu, Boreas Charger and Oreskos Explorer are not cards Breena decks usually play. The deck has 9 nonland cards at mana value six or more.
A land-heavy base
The deck has 40 lands plus a few rocks, so cheap creatures do more than another mana source.

A two-drop that is a tutor once Breena has grown it.

Gideon, Champion of Justice is a four-mana planeswalker that adds loyalty for each opposing creature. It is not a card Breena decks usually play.
Council's Judgment costs {1}{W}{W}. Starting with you, each player votes for a nonland permanent you don't control, and each permanent with the most votes or tied for the most is exiled. A three-mana political removal spell that fits the table you are steering.

Incarnation Technique is a five-mana sorcery that mills five cards and returns a creature. It is played in about one Breena deck in twelve.
Noble Heritage is a Legendary Enchantment, Background for {1}{W}. Commander creatures you own, so Breena, have "When this creature enters and at the beginning of your upkeep, each player may put two +1/+1 counters on a creature they control. For each opponent who does, you gain protection from that player until your next turn." A two-mana enchantment that does what Orzhov Advokist does for every player and gives Breena protection.

Coveted Jewel is a six-mana artifact that draws three cards and taps for three mana, but can be taken by an opponent. It is played in about one Breena deck in ten.
Keeper of the Accord is a 3/4 Human Soldier for {3}{W}. For a tap it puts a +1/+1 counter on each creature that entered under your control this turn, and the back face draws a card whenever a creature of yours with a +1/+1 counter dies. How the numbers work
Inclusion is the share of Breena, the Demagogue decks (7,991 of them when this was written, 2026-10-28) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Breena decks, which flatters every card the precon contains. Lift is high for many counter and politics cards because few decks play them outside a politics deck, so use lift to compare cards, not to judge one in isolation. A card the commander's decks do not usually play counts as 0 in the average score. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
