Perrie, the Pulverizer costs {1}{G}{W}{U} and is a Legendary Creature. When it enters you put a shield counter on target creature, and whenever it attacks target creature you control gains trample and gets +X/+X until end of turn, where X is the number of different kinds of counters among permanents you control. The more kinds of counters across your board, the bigger the attacker gets.
The precon already has the counter makers and movers, including Agent's Toolkit, Crystalline Giant, Slippery Bogbonder, Denry Klin and Resourceful Defense. Each swap below pairs a cut with an add, and every card is scored with the same numbers the Oracle uses to build decks: synergy and inclusion from the Perrie decks, plus lift, which shows how much more often a card turns up in Perrie decks than in decks that could play it.

What is holding the deck back
Not enough cheap counter makers and movers
Gift of the Viper, Reluctant Role Model, Tidus and Brokers Ascendancy put different kinds of counters on creatures or move them around, which feeds Perrie's attack trigger. They are among the top-scoring cards the precon leaves out.
Sweepers and rocks that work against the plan
Planar Outburst and Oblivion Stone clear the board of the creatures that carry the counters, and Commander's Sphere, Fellwar Stone and Power Conduit are each played in about one Perrie deck in four to five.
Cards outside the main plan
Declaration in Stone, Jenara, Angelic Sleuth and Urban Evolution are each played in about one Perrie deck in six to nine.

Falco Spara, Pactweaver is a 3/3 flying, trample Legendary Creature for {1}{G}{W}{U}. A two-drop that makes new kinds of counters and keeps them.

Angelic Sleuth is a three-mana 2/3 flyer that investigates when a permanent with counters leaves the battlefield. It is played in about one Perrie deck in eight.
Tidus, Yuna's Guardian is a 3/3 Legendary Creature for {G}{W}{U}. At the beginning of combat on your turn you may move a counter from one target creature you control onto another, and whenever creatures with counters on them deal combat damage to a player you may draw a card and proliferate. A three-drop that moves counters, draws and proliferates.

Ajani Unyielding is a six-mana planeswalker that finds permanents and can exile a creature. It is played in about one Perrie deck in seven.
Elspeth Resplendent is a {3}{W}{W} planeswalker. Its +1 puts a +1/+1 counter and a counter from among flying, first strike, lifelink or vigilance on up to one target creature, its -3 looks at the top seven cards for a permanent with mana value 3 or less to put onto the battlefield with a shield counter, and its -7 creates five 3/3 flying Angels. A planeswalker that adds two kinds of counters every turn.

Commander's Sphere is a three-mana rock that taps for any color in your commander's identity. It is played in about one Perrie deck in five.
Tome of Legends costs {2}. It enters with a page counter, gets another whenever your commander enters or attacks, and removes one with {1} and a tap to draw a card. A cheap artifact that draws cards from your commander and adds another kind of counter to the board.

Kros, Defense Contractor is a four-mana 2/4 that puts shield counters on opposing creatures and goads them. It is played in about one Perrie deck in six.
Luminous Broodmoth is a 3/4 flying Insect for {2}{W}{W}. Whenever a creature you control without flying dies, it returns to the battlefield under its owner's control with a flying counter on it. A four-drop that brings back your creatures and gives them another kind of counter.

Urban Evolution is a five-mana sorcery that draws three cards and lets you play an extra land. It is played in about one Perrie deck in six.
Xolatoyac, the Smiling Flood is a 6/6 Legendary Creature for {4}{G}{U}. Whenever it enters or attacks it puts a flood counter on target land, and at the beginning of your end step you untap each permanent you control with a counter on it. A six-drop that adds a new kind of counter and untaps everything that carries one.

Power Conduit is a two-mana artifact that removes a counter from a permanent to put a charge counter or a +1/+1 counter somewhere else. It is played in about one Perrie deck in five.
Replicating Ring is a Snow Artifact for {3}. It taps for one mana of any color and gets a night counter each upkeep, and when it has eight it makes eight Replicated Ring tokens that tap for any color. A rock that adds yet another kind of counter and eventually makes eight more.

Oblivion Stone is a three-mana artifact that destroys every nonland permanent without a fate counter for {5}, a tap and a sacrifice. It is played in about one Perrie deck in four.
Brokers Ascendancy costs {G}{W}{U}. At the beginning of your end step it puts a +1/+1 counter on each creature you control and a loyalty counter on each planeswalker you control. An enchantment that makes the whole board bigger every turn.

Fellwar Stone is a two-mana rock that taps for a color an opponent's land could produce. It is played in about one Perrie deck in four.
Twitching Doll is a 2/2 artifact creature for {1}{G}. For a tap it adds one mana of any color and puts a nest counter on it, and it can be sacrificed to make a 2/2 Spider with reach for each counter. A two-mana creature that ramps and adds another kind of counter to the board.

These are strong but sit outside a budget upgrade. Prices are the cheapest paper printing.
- Vivien, Monsters' Advocate$3.01
A planeswalker that lets you cast creatures from the top of your library and makes a 3/3 Beast with a reach, vigilance or trample counter. It costs more than a budget upgrade should. - Mutational Advantage$5.70
An instant that gives permanents with counters hexproof and indestructible and proliferates. It costs more than a budget upgrade should.
Bedecked Brokers already has the counter makers and movers. The upgrade is cheap cards that add new kinds of counters, move them and use them, in place of sweepers, rocks and cards outside the lists. These eleven swaps cost about $18 in total.

How the numbers work
Inclusion is the share of Perrie, the Pulverizer decks (1,847 of them when this was written, 2026-10-28) that play the card. Synergy is how much more often they play it than other decks in the same colours. Oracle score is synergy × 0.6 plus inclusion × 0.4, the same blend The Oracle uses to rank cards for a deck. Lift compares how often the card appears in these decks with how often it could, capped at 8× here; it is shown for context and does not change the score.
Two cautions. Players who run the precon unmodified count as Perrie decks, which flatters every card the precon contains. Lift is high for many counter cards because few decks play them outside a counters deck, so use lift to compare cards, not to judge one in isolation. Prices are the cheapest non-foil paper printing on TCGplayer (via Scryfall), in USD, and move daily.
